The ‘Blue Economy’ is an emerging concept which encourages better stewardship of our ocean or ‘blue’ resources. Similar to the ‘Green Economy’, the blue economy model aims for improvement of human wellbeing and social equity, while significantly reducing environmental risks and ecological scarcities.

Our LAB has as main objective the improvement of knowledge on BE in the country (data collection structuring and storage) and data sharing to support private and public decision makersand support key sectors and job creation (SME market targeting support).

We support local companies as well as regional cooperation in order to create joint products such as nautical or cultural routes and create higher-value jobs without harming the marine environment.

We are fully engaged on building capacities and sharing knowledge of marine grounds through hydrographic research and studies – Sharing and Coordination of hydrographic research of Mediterranean marine ground, where necessary too.

EQUIPMENT AND TECHNOLOGY

The aim of Blue Economy model is to shift society from scarcity to abundance –based on what we have, and to start tackling issues that cause environmental and related problems through new and novel ways. Inland and coastal waters are investigated as ‘water resources’ that can contribute to the production of sustainable energies. In water reuse, the energy contained in wastewater is also examined in order to contribute to the understanding of the water/energy relationship. Energy is needed for water cycle management; water added needed for energy production and water reuse can help to save both. Biogas production, being an important green energy issue is also examined under the scope of wastewater treatment. Significant energy savings can be achieved on major components of an ‘efficient’ wastewater treatment plant by applying novel blue economy principles.

Promote a modern, resilient and sustainable production of fish, molluscs and algae. Foster advanced technologies, new tools and precision fish farming concepts, so to innovate, support and improve the whole value chain of aquaculture. Develop new standard and organic feed formulations according to the circular economy principles, whereas new feeding strategies, farming systems and genetic selection will improve health and welfare of farmed aquatic animals

Promoting innovation – new technologies, new products and new services. Develop innovative technologies able to reduce the amount and impact of plastic pollution on the ecosystem-based services of the Mediterranean Sea.

Development/enhancement of permanent maritime surveillance capacity for safety and security. The project is based on the definition of a multi-sensor platform (balloon). Based on previous studies, the objective is to provide and test an affordable solution with a pilot project to be deployed in the Southern countries.

Development of solutions to support maritime and marine surveillance based on innovative for observation (sensors, platforms), monitoring and support to policy activities: environmental status (EcAp – MSFD), gas emissions (GES), etc.

Promote standard certification process as a tool to increase qualities and safety of fish products, train aquaculture operators about best practices, develop common technical standards across countries and facilitate export.

In June 2020 the European Commission published “The EU Blue Economy Report 2020”, providing an overview of the performance of the EU economic sectors related to oceans and the coastal environment. With a turnover of €750 billion in 2018, the EU blue economy is in good health.

Project's life-cycle

The methodology is based on a mix of both qualitative (literature review, interviews, and focus group) and quantitative analysis (socio-economic impact analysis based on the inputs/ouputs model).

Analyze the notion of the blue economy, its variants and components, including the issue of inlandwaterways and how both landlocked and land-linked countries can be part of the blue economy framework and economic value-chain;
Identify and discuss the economic opportunities in the blue economy sector that can promote private sector development (including small and medium scale enterprises), industrialization, job creation, and economic development in Albania;
Discuss the different experiences of countries, their national policies and strategies, at managing and promoting the blue economy sector and what are the lessons learned, good practices, and prospects especially on facilitating economic development in Albania;
Review the existing blue economy strategies and policies in the region (both at the regional and sub-regional levels) in terms of their focus, content, and alignment with national and regional industrialization strategies and their efficacy in promoting economic development;
Examine the human capital needs, legal and institutional frameworks for the development of the blue economy sector;
Analyze how the blue economy sector can be a major site of production, investments, accelerated growth, poverty reduction and development;

The establishment and development of effective legal, regulatory and institutional frameworks for the Blue Economy are crucial steps toward structuring and guiding its growth. Legal, regulatory, and institutional frameworks require thorough review in order to understand the Blue Economy’s institutional environment, identify existing gaps, and take advantage of collaborative synergies.

Our studies collects information on the investment and access-to-finance conditions for Bio-based Industries and Blue Economy projects and companies in the European Union, and evaluates the need and potential for dedicated public (risk-sharing) financial instruments as well as for other policy actions at the EU and Member State levels that can catalyse private sector investments in BBI and BE. Regulation and market and demand framework conditions are perceived as the most important drivers and incentives but also present the biggest risks and challenges for both BBI and BE project promoters as well as financial market participants to invest in the Bioeconomy.

We can develop a joint roadmap including an investment plan for a promising blue growth technology area, domain or value chain at sea basin level;

We can mobilise public-private partnerships that will develop two to three bankable/ready-to-invest demonstration projects.

The Bioeconomy relies on renewable biological resources from land and sea to produce food, feed, materials and energy and as such is a key contributor to Europe’s growth, offering substantial opportunities for innovation and jobs. At the same time, its development supports the EU’s transition to a Circular Economy, helping to address major societal challenges, such as greening the economy and addressing climate change. Economic and environmental objectives go hand in hand. With this in mind, financing the Bioeconomy can foster an innovative business environment in Europe, in which environmentally friendly technologies and business solutions can flourish, supporting growth and employment.
