This comprehensive Programme provides a set of tools and approaches for improving the situation in relation with the issues of Security and Disaster Management. It establishes the priorities, defines the projects to address these priorities, as well as assigns the right teams and experts to implement the projects in a coordinated and integrated way, in order to guarantee sustainable deliverables, concrete ones that can serve the purpose of improving security and disaster management for all the community.
The creation of the SAFE Center under the umbrella and auspices of Barleti University will serve exactly this purpose.
CONSULTANCY & ADVICE
This Programme, first and foremost, must guarantee the promotion of the corner-stone European Union values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. It is an obligation of each democratic state and democratic society to safeguard pluralism and tolerance, justice and non-discrimination, solidarity and equality between all individuals, be them women or men.
This Programme should guarantee a harmonious and integrated intertwining of all its five integral components/projects:
- Crises and disasters preventions and management;
- Counterterrorism and violent extremism;
- Migration;
- Forensic sciences and criminal justice;
- International cooperation and networking.
This remains a crucial issue for the success of the Programme, it is aimed not only at sustainable and concrete positive results in each individual state, but as a region as well. It is obvious that neither natural disasters, nor human criminal activities are limited by state borders or county boundaries.
The establishment of concrete, long-term institutions and research centers, including thesetting up of the SAFE Center, that will tackle and address the above mentioned issues as enlisted in all five components, serving the purpose of early warning, prevention, as well as concrete contribution for the recovery, stabilization and improvement of the situation in general, through holistic and comprehensive approaches.
