This Programme is designed to address and harmonize all the current and future needs for facing the challenges related to Security and Disaster Emergencies. It requires a comprehensive and inter-related implementation approach to be applied by a coalition of partners, experts and institutions of the relevant fields of expertize. This Programme focuses on six operational components as enlisted below, and all the research and application activities of the six components, as well as the capacity building for all stakeholders and end-user will be coordinated and monitored by the newly created ‘SAFE Center’ of Barleti University.
The issue of security should be treated with due attention in all its aspects. It directly affects our lives not only as individuals, but also as members of the community we live in, as well as the communities we interact with during our daily activities. It starts with the hygiene security and food security, and it ends up with the criminal activity of individuals or organized criminal groups. The globalization tendency that the world is currently experiencing no doubt that has a lot of benefits for all of us, but at the same time it has exposed us to many new phenomena related to issues of security. The Covid-19 pandemic is the freshest sad example which has affected the lives of millions of people around the world, with no distinction of race, belief, social or economic status.

This Programme, first and foremost, must guarantee the promotion of the corner-stone European Union values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. It is an obligation of each democratic state and democratic society to safeguard pluralism and tolerance, justice and non-discrimination, solidarity and equality between all individuals, be them women or men.

This remains a crucial issue for the success of the Programme, it is aimed not only at sustainable and concrete positive results in each individual state, but as a region as well. It is obvious that neither natural disasters, nor human criminal activities are limited by state borders or county boundaries.
The establishment of concrete, long-term institutions and research centers, including thesetting up of the SAFE Center, that will tackle and address the above mentioned issues as enlisted in all five components, serving the purpose of early warning, prevention, as well as concrete contribution for the recovery, stabilization and improvement of the situation in general, through holistic and comprehensive approaches.

SAFE City Lab is a space for locally-led experimentation and innovation to prevent disasters and reduce violence and crime and to help build lasting relationships between people and authorities in urban settings. Safe City Lab is based on a new policy space for the application of an integrated approach combining best practice from urban safely and peacebuilding practitioners enhancing the collaboration with the main stakeholders. SAFE portal is an initiative of Barleti Group to create a disaster prevention information portal site that provides Albanian citizens and visitors with disaster-related information and potentially helpful information on disaster prevention. SAFE Portal is designed to enhance collaboration and information sharing among Albanian’s disaster management stakeholders in way to align with the comprehensive approach encompassing all hazards and the four phases of disaster management: prevention, preparedness, response and recovery (PPRR).
One of the key goals envisaged under the SAFE portal is development of state-of-the-art web-based interface to organize information, knowledge, and experience on Disaster Management. This portal provides an opportunity to have an exposure to latest Information and Communication Technology for Disaster Risk Reduction and Management activities and initiatives.
